On one side of the main road is a set of steps leading to a large sphere with a spiral staircase. Move the sphere directly up the stairs. The right bottom will park a blue Nazare Arch motorcycle.
Pants
Go up the spiral staircase and grab the pants and skill shards from the fallen netrunner at the top.

Hardened Netrunner Boots With Composite Inserts is located in the Charter Hill area of Westbrook. The most convenient tourist information is Lele Park. Follow the road away from the dataterm and clothing store to the intersection. There is a railing with a hatch on the street side.

Jump over the rail to see the hatch is open, with a body nearby. Drop down to find the remains of the netrunner crew quest gone wrong. Grab the boot from the net runner in the corner.
