Since it's unclear which mods were used to create the tower, it's possible that Sirbalz only used mods that were absolutely necessary to create the massive tower, which is said to have no building restrictions or settlement height unlocks. Considering how many materials are required, it doesn't seem like most Fallout 4 settlements are limited based on the creation height, as most players need to collect a lot of junk materials to emulate half of the building. While it's considered one of the tallest settlements in Fallout 4, it will be interesting to see if Sirbalz's viral tower ends up being surpassed by more impressive structures in the future.
