I have 50Mbps internet, but I set when I set the video bit rate to 40, which is less than what I have, it still stutters. wtf

Can you get the Moonlight log from %TEMP% after running your affected game?

It could be that your home computer is not fast enough to decode H.265. Does changing to Force H.264 change anything?

What about reducing the bitrate to 35 Mbps?

Please also measure your Latency to our network.

If you are using Windows please
Go to Start > Run and type cmd. You can also search for cmd.exe in the Windows Search function.
Press OK to launch Windows Command. This is the default command-line interface for Windows.

Type ping maximumsettings.com

Look at the ping statistics. They should report a 0% loss and less than 40ms response times. Anything higher I would recommend moving over to qrnetworks.com high speed internet service (our sister company). We are currently average less than 15ms response times (as low as 5ms).

I found the %temp% and the moonlight log. How do I change to H.264?

I did the ping thing. No issues there.

Please open a support ticket and attach the temp log file. Please also reference this community post.

As for your video decoder please open your Moonlight client and then click on the gear box found towards the top right hand corner of your screen. Under advance settings please click on Video Codec and select H.264. Advance settings can be found towards the bottom right hand corner of the screen.
